MAPUSA
The Goa Coastal Zone Management Authority (GCZMA) has said that the construction of a restaurant in the fields at Camarkhazan, Mapusa has been carried out in khazan land and the Authority may take appropriate decision in the matter.
The officials of the GCZMA had recently conducted a site inspection of the area based on the complaint of the General Secretary of Tenants Association of Camarcasanacho Bundh, John Lobo about the alleged illegal and unauthorised construction in CRZ-II area.
Lobo, in his complaint, had alleged that the illegal structure was being operated as a bar and restaurant which had no construction licence and other necessary permissions.
He further stated that the structure was erected in a property “ Survey no 3/9 of PT Sheet no 106 “ which was a paddy field and a khazan land which falls within the
CRZ-II area.
The GCZMA site inspection report states that the property where the alleged illegal construction has been carried out is partly affected by the mangrove buffer and partly lies within CRZ-II of the Moira river and also completely identified as khazan land, as
per CZMP 2011.
“The restaurant has been constructed by filling up a low lying area,” the site inspection reports states, which is signed by the engineer and field surveyor of the GCZMA.
The report also states that the Mapusa Municipal Council had issued no objection certificate (NOC) to one Alba D’Mello to put a temporary shed for a small takeaway facility in 2018.
Further the report points out the existence of a chapel on the boundary of the property.
According to the complainant, no constructions can be permitted in the CRZ-II area.
“The owner has not obtained any permission to convert the khazan land or even to construct a permanent structure by carrying out land filling,” Lobo said.
