The United Goans Foundation (UGF) on Friday filed complaints with the Chief Vigilance Officer (CVO), Dharmendra Sharma IAS (also the Chief Secretary), Director General of Police (DGP) Mukhtesh Chander IPS against CM Manohar Parrikar, Speaker Dr Pramod Sawant, Sidharth Kuncalienkar, Sanjit Rodrigues, Sudesh Sangodkar, M/s Ameet Sukhtankar and Knchan Associates in relation to Spaces Building Interior Works alleged corruption scam.
At the time of the alleged scam, Parrikar was the CM and chairman of the Goa State Infrastructural Development Corporation (GSIDC), Dr Sawant was the Vice-chairman of GSIDC, Kuncalienkar was the joint secretary of CM, Rodrigues was the MD and Sangodkar was the Deputy Manager (Engg) of the GSIDC.
Breifing the media by citing RTI documents, UGF president Dr Aashish Kamat said that he had ascertained that there was favouritism and arbitrary use of powers by CM with regards to the appointment of the consultant, and contractor for the Spaces Interior contract.
Explaining the bidding and tendering process, Dr Kamat alleged that the two bidders - Shiva Consultancy Services Pvt Ltd and Saolapurkar and Associates -- had both been rejected based on “unsatisfactory works” and “not enough experience” respectively. After a fresh tender was thrown open, Ameet Sukhtankar Architects were awarded the tender on February 26, 2014, by Parrikar.
Considering that a flat owned by the Parrikars at Urban Retreat, Caranzalem, was developed by a firm owned by Sukhtankar, he said, CM’s decision was not transparent.
UGF has said that they would also petition the governor for sanctions imposed on the state of Goa to prosecute the above public servants as mandated under Section 19 of CRPC and Prevention of Corruption Act.
‘We will not bow down to threats’
PANAJI: United Goans Foundation on Friday said it would not bow down to threats coming directly or indirectly from any politician would continue bring the truth to light.
Members of the Foundation had received threats after the previous compalint they had filed with the CS and DGP, alleging that Durgadas Kamat, VP of GFP, had received benefits from Malabar Constructions when he was the OSD to Fisheries Minister.
Besides threats, president of the UGF Dr Kamat also said that the Foundation had been approached to “settle” the matter of Durgadas. But they are not interested in any or compromise, said Dr Kamat.
