Valpoi civic body launches stray dog management plan under ABC rules

Residents asked to report stray dog hotspots as Council prepares sterilisation and vaccination drive

The Valpoi Municipal Council has issued a public notice on the management of stray dogs within its jurisdiction for the benefit of residents. As per directions of the Supreme Court and the Animal Birth Control (ABC) Rules, 2023, the Council will soon begin a scientific programme for the sterilisation, vaccination and management of stray dogs.

SC directions

The notice, signed by Chief Officer Dhirendra D. Banawalikar, states that the action is being taken in compliance with Writ Petition (Civil) No. 5 of 2025 and other related cases pending before the Supreme Court. The Court has directed local authorities to follow systematic and humane methods for managing stray dog populations.

Public cooperation sought

Residents of the Valpoi Municipal area have been asked to inform the Council about locations where large numbers of stray dogs are found. Based on this information, the Council will prepare a detailed plan for sterilisation, anti-rabies vaccination and other necessary measures.

Citizens have been requested to submit these details on or before 3 July 2026.

ABC Rules, 2023 explained

Under the Animal Birth Control (ABC) Rules, 2023, stray dogs will be humanely captured, sterilised, vaccinated against rabies, treated if needed, and then released back into the same area. The aim is to control population growth, reduce rabies risk, and ensure safer coexistence between people and animals.

Appeal to citizens

The Council has urged people not to spread rumours or treat stray animals cruelly. Residents are requested to cooperate by sharing correct information so that the programme can be implemented smoothly and effectively, improving public health, sanitation and safety.
