Fresh bidding for revenue collection begins after previous poor response

The Valpoi Municipal Council has issued a tender notice for the third time inviting sealed quotations from interested contractors for revenue collection.
The decision to reissue the tender was taken after the previous two rounds failed to receive an adequate response. The official notification in this regard was published on March 23.
As per the notice issued on behalf of the chief officer, the tender pertains to the collection of revenue from the Valpoi Municipal Market and other areas within municipal limits through “Zatra” (sopo tax). The contract period is scheduled from April 1, 2026, to March 31, 2027.
The minimum bid amount for the tender has been fixed at Rs 13,79,910 (excluding 18% GST). Bidders are required to deposit an Earnest Money Deposit (EMD) amounting to 2% of the quoted value.
The last date for the sale and submission of tender application forms is March 27, 2026, up to 3 pm. Sealed tenders must be submitted by March 30, 2026, up to 3 pm, and the same will be opened on the same day at 3.30 pm.
The detailed terms and conditions along with the tender schedule can be obtained from the Valpoi Municipal Council office upon payment of Rs 1,000 (non-refundable). The council has reserved the right to accept or reject any or all tenders without assigning any reason.
According to municipal sources, the earlier two tenders received either very few or no suitable bids, causing delays in the revenue collection process. This, in turn, posed challenges to financial planning and municipal revenue management, prompting the authorities to issue the tender for the third time.
Revenue generated from market activities and local fairs (Zatras) is considered a crucial source of income for the municipal council. It plays a significant role in funding essential civic services such as road maintenance, sanitation, water supply, and other public infrastructure works.
In this context, the municipal administration has appealed to more contractors to participate in the bidding process this time. Officials have assured that the selection process will be transparent and competitive to ensure the appointment of a suitable contractor.
The tender process will be carried out under the supervision of VMC Chairperson Prasanna Gawas and Chief Officer Dhiren Banavalikar. Interested parties are urged to submit their applications along with the required documents within the stipulated deadline.
