The South Goa District Magistrate, Asvin Chandru has directed all Dy Collectors, Mamlatdars and Joint Mamlatdars of South Goa to be available on phone 24x7 or at their offices during office hours.
In a memorandum issued on Friday, the district Collector has directed these officers to discharge their statutory duties effectively on Saturdays, Sundays and Holidays.
Further, all Dy Collectors & SDMs have been directed to ensure that at least one Executive Magistrate is available for duty on Saturdays, Sundays and Holidays.
If any Sub-Divisional Magistrate/Mamatdar/Joint Mamlatdar is found violating any direction/orders, the district Collector has warned that the same will be viewed strictly and action deemed fit shall be initiated which may even lead to initiation of disciplinary proceedings.
Copies of the memorandum have been marked to all Dy Collectors & SDMs, Salcete/Mormugao/Ponda/Quepem/Canacona/ Sanguem/Dharbandora, South Goa, the Mamlatdar of Salcete/Mormugao/Ponda/Quepem/Canacona/Sanguem/ Dharbandora/Mamistdar in Collectorate, South Goa District.
The order has been forwarded to the Mamlatdars of respective talukas to circulate the memorandum to the Joint Mamlatdars under their jurisdiction and report compliance.
The memorandum comes against the backdrop of reports that officers of the South Collectorate are not found in their jurisdiction when contacted after office hours, hampering the discharge of time bound functions, besides disaster management etc.
The memorandum further stated that there have been instances of Mamlatdars/Joint Mamlatdars appointed as executive magistrates for duties such as maintenance of law and order situation, recording of dying declarations, etc are not performing their duties in a time bound manner, thereby disobeying the orders of the concerned authorities.
“This amounts to dereliction and insubordination of duties on part of the concerned Magistrates and also amounts to violation of Rule 3 of the Central Civil Services Conduct rules, 1964.
Saying he has taken serious view of this situation, Collector Chandru said it has been observed that some officers violated the directions of the district Collector and were not available in their jurisdiction whenever called personally during emergencies.
