No legal hurdle to Unity Mall project, says tourism dept

Says project outside buffer zone, has all NOCs

PANAJI
Amid growing opposition to the Pradhan Mantri Ekta Mall (Unity Mall) project at Chimbel, the tourism department on Friday announced that it has officially commenced construction of the mall after obtaining all the mandatory No Objection Certificates (NOCs) from the concerned departments, along with a valid construction licence issued by the local village panchayat.
In a press note, the department said that the project is fully compliant with all statutory requirements and is located outside the buffer zone.
"The construction licence granted to the project has also been taken on record by the District Court. Importantly, no stay order has been issued against the project, thereby legally permitting construction activities to continue," the department said.
The statement comes against the backdrop of the protest by Chimbel villagers following the commencement of the construction work.
The Unity Mall, envisioned under the Central government’s Pradhan Mantri Ekta Mall programme, is expected to emerge as "a major socio-economic catalyst" for Chimbel and surrounding areas, the department said, adding that the project is aimed at generating meaningful and sustainable employment opportunities for local residents, contributing to livelihood enhancement, financial independence, and overall economic growth.
Tourism Minister Rohan Khaunte described the Unity Mall as a landmark initiative for community-centric development. “The Unity Mall will provide meaningful and sustainable employment to the local community while empowering artisans and entrepreneurs. It is a model where economic growth, skill development, and cultural promotion converge to directly benefit residents,” he said.
Echoing similar views, Director of Tourism Kedar Naik said the project goes beyond job creation.
“The Unity Mall will function as a hub for skill building and entrepreneurship. By connecting local talent to wider markets across the country, it will contribute to long-term socio-economic transformation in Chimbel and nearby areas,” he stated.
