Alleging fraud in the development and construction activity on almost half of the 35,000 sq metre land belonging jointly to the agriculture department and Pilerne comunidade on Survey no 210/1, the Pilerne Citizens Forum (PCF) has demanded action against the concerned officials of Town and Country Planning, Pilerne panchayat, mamlatdar and Pilerne comunidade for being a party in the scam.
The PCF has written a complaint to the Chief Minister, Chief Secretary, Crime Branch SP, Chief Town Planner, Vigilance Department, Director of Panchayats and Porvorim Police station demanding action against the officials responsible.
Pilerne Citizens Forum’s Prakash Bandodkar said that illegal construction has been started on the said land and Pilerne comunidade officials are involved in the scam.
Bandodkar has threatened to approach the court against the fraud if no action is initiated.
He said that around 45 plots have been developed in the land and 15,000 sq metre of land has been kept idle, adding that the construction of roads has been done illegally.
Explaining the sequence in the scam Bandodkar said that the Pilerne comunidade initially approached the court seeking deletion of the name of the Agriculture department from form I and XIV land records. However, despite appealing in the high court the courts refused to delete the name. Therefore the agriculture department and comunidade are occupants of this land.
However, the comunidade on its own went in the division of plots of half of the land, and TCP permitted the same and the panchayat gave a NOC for construction on the said plots.
The occupant column of I and XIV form of the land survey no 210/1 was changed twice. In 2018 the name of the agriculture department was deleted from form I and XIV. In 2021 the name again surfaced in I and XIV form. The Pilerne Citizens Forum has demanded action against the mamlatdars responsible for these changes in form I and XIV.
