Activist's arrest raises key queries for police to answer

It is better if the Chief Minister please clarifies on the same. How  come the police have not likewise filed an FIR for arrest on those issuing similar/worse threats to opposition panchas/activists at Sancoale Panchayat? Why are FIR's filed selectively? So many serious cases are not entertained for investigation by Goa Police asking citizens instead to first file complaints/FIR's ? Such serious incidents happen even in police presence and police remain mute spectators.  So if the police personnel can raise complaints or file FIRs in the interest of a ruling minister why can the Goa Police not do the same for ordinary citizens ?
