The Imagine Panaji Smart City Development Ltd was constituted as a commission to plan and be responsible for getting the smart city work completed in an orderly and efficient manner. The IPSCDL in turn alloted the laying of the sewage network in the city to the Public Works Department and the PWD in turn appointed contractors to undertake this work in a short time so as to avail of the Smart City finances. However the works are being carried out in a haphazard manner with Panjimites having to bear the brunt of the shoddy work which has taken its toll to such an extent that damages to water pipelines even LPG piping, fibre optical cables, and more so with mixing of water and sewage having occurred, especially near the St Inez Church. The High Court should take suo motto congnisance of this negligence and order the work to be completed without any further delay. From the Panaji MLA to the Mayor and IPSCDL to the PWD. and the contractors, all should be held responsible for this state of affairs.
