Action against corruption just plain gimmicks

Recently quite a few restaurants on the coastal belt were demolished in full or partially by the GCZMA (which was woken up from its slumber by activists/NGO's by filing cases in the courts).  The owners of these affected restaurants claimed that they had all the permissions to operate their restaurants from govt officials from the respective govt depts like for example the Tourism Dept; in which case it is clear that there is high corruption in the govt departments.  

The Goa Chief Minister Pramod Sawant keeps on issuing public statements to emphasise that his govt is serious about tackling corruption; so may I ask why are the government's Anti Corruption and Vigilance departments still not investigating these respective govt officials !  The Goa govt markets itself on various things like addressing corruption but it is clear that this is all lip service and the actual results are actually nothing much.

Goan film makers have not benefitted from IFFI
