Recently a High Court order was passed which directed to ensure timely disposal of mundkar and tenancy cases. As on date many cases under mundkar and tenancy laws are pending before Mamlatdars/ Joint Mamlatdars and Deputy Collectors. Recently, one Advocate friend gave me a copy of Revenue Department circular dated Sept 14, 2022 by Sandeep Gawade, Under Secretary Revenue, Government of Goa. This circular is nothing short of a feeble attempt by government to show that they are doing something for mundkar and tenancy cases' disposal.
In above circular, both District Collectors are directed to designate Special Mamlatdar who shall exclusively hear mundkar and tenancy cases. Have such Mamlatdars been apppointed? From what information I gathered, some Joint Mamlatdars have been designated as Special Mamlatdar. This is of no use. Collectors should appoint actual "Special" Mamlatdars and not make a mockery of the directives. I request the Chief Minister of Goa to look into this matter as disposing revenue court cases would achieve the lofty ideal of "Antyoday".
