People still flouting MV rules

Despite the implementation of the new stringent motor vehicle rules, people flaunt them easily and care two hoots for the hefty fines. Many still do not wear helmets and use seat belts. Either the motorists successfully hoodwink the traffic cops or cops look the other way out of humane considerations. The most pitiable and dangerous sights are the huge load of goods carried by delivery persons who work for online shopping firms. The delivery persons have a bag slung on their back and sometimes one near their feet. The bags protrude and are hindrances to them and other motorists. For larger items, goods carriers are used, but there should be a better way to transport huge loads of small to medium packets that are delivered using two-wheelers. The load should be reduced and packed in smaller bags although this may entail more trips for distribution but would be much safer for everyone.
