The Goa College of Art and Goa College of Architecture do not have a full-time principal for many years. In the case of the former, the post is vacant from 2019 when the principal retired while in the case of the latter college the post is vacant since 1997! Since 24 years the architecture college has had several officiating principals with the present principal officiating since August 2010! The major reason for non-appointment of a principal is that the selected person needs to know Konkani. This is a sad commentary on the education system/ministry that they are unable to find a person knowing Konkani to head these two institutions.
If the criteria are knowledge of Konkani and 15 years residence certificate, then how come the Goa University was headed by Vice-Chancellors who were not even from Goa and with no knowledge of Konkani? The government should not have different yardstick for the colleges and university. Recently the Goa State Public Service Commission had recommended a waiver of the language rule but the government has turned it down. The authorities need to find ways out of this imbroglio for the benefit of faculties and students.
