All is not well with rice sold at fair price shops in Goa

It is shocking to see that the common man getS worm-infested rice and 'plastic' rice in Goa in their monthly ration. The ration in Goan ration shops was delayed and in Chandor the ration was supplied to the local people after two days with the excuse that the weighing machine is not working and the ration shop was found closed for two days without any notice. Senior citizens have had to wait in long queue and go back. After two days the ration shop opened and there were long queues and we found out that the quality of the rice was bad and while cleaning the rice we found it was half spoiled. I don't understand what the civil supplies department's officials are doing. I think there is a big racket going on in the civil supplies department. Our Goa State CMO says that the 'plastic rice' is expensive and it is not possible for any hanky panky.  Hope the authorities do not repeat the same mistake again which puts the life of common man at risk.
