CM must act against incompetent ministers

The Goa Chief Minister Pramod Sawant has widely publicized that his govt has taken action against corrupt government officials, which is okay but I do not think that goes far enough as there are still so many others who seem to be immune to government action.

However, what about extremely incompetent Goan ministers ? Take for example the Environment Minister. Huge fines paid by taxpayers to NGT/Courts etc for government failures/violations with regard to the environment. Sewage being released by STP plants/select hotels into rivers, water bodies, sea etc. Sand dunes still not notified as a result of which destructive elements are destroying so many of them. Massive hill cutting in clear view of the authorities. Coal pollution/pillage form the train and so many other environmental violations. How difficult is it for the Environment Minister to keep a check on these things in such a small state ?

So coming to my point, what is stopping the CM from sacking the Environment Minister. Is there no accountability for the minsters with respect to the basic responsibilities.  Also now the ruling party has more than mandated MLAs on its side via purchase of opposition MLAs. So our Goa CM, I request you to please ensure the minister concerned remedies his ways of operation or if he can’t, please relieve him of his duties, This will be the true test of your action on absolute incompetence and apathy by your ministers.
