Despite the 2026 circular issued by the General Administration Department making it mandatory for all Goa government staff to wear photo ID cards while on duty, many employees continue to ignore the rule. The circular clearly states that employees must display their ID cards in offices as well as during field duties, failing which they may face disciplinary action for misconduct.
However, it is often seen that some employees either do not wear their ID cards or keep them hidden in their pockets, making the rule ineffective. This raises the question of why certain staff are reluctant to display their identification openly.
At the same time, heads of departments appear to be failing to enforce the rule strictly. Reasons such as site inspections or court hearings are often cited to explain absences or lack of identification. This leniency also results in delayed office hours and inconvenience to citizens. An ID card represents accountability and transparency, and the government must ensure strict compliance.
