How come well-to-do people also have BPL ration cards in Goa?

The Department of Civil Supplies and Consumer Affairs always go to distribute a huge quota of rice, wheat etc for those holding BPL (Below Poverty Line) ration cards but very less of the same items for those holding APL (Above Poverty Line) ration cards through their Fair Price Shop outlets with a good intention in Goa. 

Now, the one important thing I would like to know is that what is the real criteria which is used for identifying those living below the poverty line and whilst distributing the BPL ration cards throughout Goa. 

Well, that’s because I have personally seen some well-to-do people having  government jobs, living in posh bungalows/houses, owning a number of two/four wheeler vehicles also holding these BPL ration cards in the state and taking all the benefits along with the under-privileged poor people.

And the worse part is that they are seen buying the allocated huge quota of rice, wheat etc at dirt cheap rate from their respective Fair Price Shop outlets in villages using their BPL ration cards and later selling the same at a higher price in the open market to make some quick bucks for themselves in Goa.

I therefore strongly feel that the government of the dayshould take action against them.
