The Noise Pollution rules state that no loud speaker or public address system or any sound producing instruments or musical instruments or sound amplifier shall be used in open areas without prior permission is obtained from Sub Divisional Magistrate of concerned Division and at present in Goa there are 7 Sub Divisions headed by Sub Divisional Magistrate who have got jurisdiction over the areas, in Goa . However , the Director /Ex Officio Jt Secretary have said that the Ministry of Environment , Forest and Climate Change issued The Noise Pollution (Regulation and Control, Rules 2000 vide S.O 123 dated 14.02.2000 have been further amended by this notification but when I contacted Redkar, the Director Ex Officio Jt Secretary .(Env & CC) pointed out certain infirmities /difficulties for some rules need further correction.
The public can make a complaint to the “Authority” ie DM, ADM, SDM, SP or SDPO either by phone or in writing through the concerned Police station in-charge, who in turn will forward the same to the authorized officers for necessary action .
