The blame for the fair distribution of the water of the Mhadei river lies squarely on the Centre for not having been able to resolve the issue, being a national resource that had to be dealt with in such a way that neither Karnataka nor Goa was adversely impacted by the resolution.
At most, the Supreme Court could have passed orders for the fair and equitable distribution of the water of the Mhadei. If a government cannot resolve such a very important issue, then they are not fit to govern. The percentage of water for the two states could have been calculated precisely so that there would be a national consensus on the issue.
It is a shame that the government of India was not able to deliberate, even with another party in power in Karnataka, in order to resolve the Mhadei water dispute. Smacks of incompetence. Hope that the people of India are going to whip the ruling party for their incompetence in the Lok Sabha elections.
