I wish to highlight the growing concern of noise pollution in commercial areas and the need for effective action. The focus on installing CCTV cameras in these establishments, often seen as a security measure, diverts attention from the real issue: excessive noise. This concern has been raised in the context of PIL/WP 7 of 2021 and deserves serious attention.
A better approach would be to work with the Goa State Pollution Control Board (GSPCB) to monitor ambient noise levels around commercial establishments. As per the Revised Noise Action Plan of May 2024, noise limits for commercial zones are 65 dB(A) during the day and 55 dB(A) at night, aimed at protecting public health. Monitoring should be carried out during business hours at the boundaries of commercial properties to get an accurate reading of noise generated by regular operations. This avoids misleading data from non-operational periods.
Addressing the root cause”uncontrolled noise”will hold businesses accountable for their environmental impact. The focus must be on protecting public health through proper monitoring and strict enforcement of noise norms. I urge the authorities to treat this issue as a priority and implement effective noise control measures in commercial areas.
