Both the public and government are equally responsible for road deaths. Public at fault for blatantly violating traffic rules, reckless driving of automobiles or riding two wheelers under influence and Government till date at fault for not enforcing traffic rules, poor road works, bad lights at night, signages and unattended potholes in time. Major issue is the public who don't understand the seriousness in driving or riding and the govt who collects heavy taxes but doesn't understand the seriousness of providing necessary infrastructure for smooth traffic movement or safe policing. In case of pedestrians, jaywalking is insane.. No law can prevent you from being irresponsible but at the same time accidents are also due to the fault of poor road design rather than poor driving? Drivers or riders have a duty to operate their vehicle within a speed that is reasonable and prudent for the conditions and they have a duty to keep it safe, look out for any hazards that the roads may present.
