P'yats need more powers for village development

Most of the village panchayats in Goa don't have any powers for development of the villages. The panchayat office is only open to take house taxes and 'haftas' from the illegal business and illegal houses within its  territory.  Monsoon is approaching soon but till now the panchayat has not started the work on drain cleaning. Village wards and direction sign boards need attention but it looks like panchayat is helpless to solve the problems and issues of the villagers. The vendors who pays the daily tax to the Panchayat office and church authority  are not provided even 2 lights in the Chandor market. During the emergency situation women don't have access to any toilet. Our MLAs only give big talk but in reality have not done or carried out any work in the interest of public. The water pipelines break down all the time and the water pressure is poor. The villagers are pleading to be provided their basic needs. Remember that you cannot fool the citizens all the time. The panchayat office is only there for 'name sake' without any income or powers from the state government.
