In the year 2020, the Union Cabinet, chaired by the Prime Minister Narendra Modi, issued a model Memorandum of Understanding (MoU) for the recognition of certificates in maritime education and training endorsements, pursuant to Regulation 1/10 of the STCW Convention Code of Seafarers, 1978, as amended.
This MoU is to be signed by the Director of Shipping, Government of India, and foreign countries. The aim is to enable seafarers from both countries to be eligible for employment on Indian-flagged ships, thus increasing employment opportunities in India. However, as of the present date, the Director General of Shipping has not approved the regulations for this MoU, and it has not been endorsed by the Ministers in charge of Shipping and External Affairs.
This delay is affecting the ability of Indian seafarers to join Indian-flagged ships. This issue should be given top priority for the benefit of Indian seafarers, and the MoU should be passed as soon as possible.
