Slum votebank politics and good governance

There are senior ageing politicians in Goa today representing key urban areas.  These  politicians have  major criminal and fraud cases against them. However, they have been able to get elected for so many terms by financial muscle (earned via dubious means) and by a huge/significant dependent slum vote bank which they nurture to ensure they win  every time and then manipulate democracy by jumping to the ruling side. Of course the slums have been encouraged by these Goan politicians who are the ones to blame, but the point is that these slum vote banks keep these corrupt MLAs strong politically in power but have a devastating effect on Goa. For Goa to have a healthy and progressive democratic system these types of slum vote bank nexus with corrupt Goan politicians must be addressed on an urgent basis! If the BJP is serious about good governance and cleaner politics then I request them to get rid of these types of heavily tainted politicians.
