In the recent Assembly session there was a bill introduced by Minister Viswajit Rane regarding show of hands for the election of Chairperson in municipality elections. This was necessary because Margao MLA Digambar Kamat's candidate lost in the secret ballot elections to the Chairperson's post and hence this bill was introduced to save his skin. This show of hands bill passed will serve as a precedent for others such as panchyats , Zilla panchayat etc and may be the panchayat elections ward wise as government will say that there are no funds and also because the ward wise population is around 300 and that will save the exchequer huge expense.
The curtailed assembly session shows clearly that the ruling party doesn't want to face criticism of the government and doesn't allow the opposition to speak and if criticised they don't have any answer. The fact they don't want to give any deadline shows that this government is not of the people, by the people and for the people.
History shows that no dictatorship politics can last for many years as people's power overthrew all dictators across the world, the recent one being Sadam Hussein of Iraq.
The best way to oppose the bill is by creating constitutional crisis by all opposition resigning enmasse. The Speaker as per rule has to be neutral and non partisan but this has not been seen. Hope better sense prevails and the Speaker intervenes to ask the Chief Minister to withdraw the bill.
