TCP Minister should act against RVNL

TCP Minister Vishwajit Rane's statements on taking action against illegalities, hill-cutting, land filling etc are welcome. However, I would like to know why the Rail Vikas Nigam Ltd allowed to do so many much illegal destruction of land, hill cutting, filling of water bodies etc. Could the minister take the RVNL to task?
