Cattle menace

In Benaulim and other coastal villages, strays and cattle rule the roost. Every road, shop, restaurant and street corner is infested with dogs, and the roads are blessed with stray cattle either walking or sitting in the middle. During the nights, the cattle are almost invisible, causing many accidents. Can the panchayat not take action against the cattle owners and send the cows to gaushalas? This is a clear and present danger for every road user.
