Free bus travel for PwDs must be enforced

Persons with Disabilities (PwDs), also known as Divyangjan, continue to be denied free bus travel in Goa despite government announcements and social media claims. The government’s promise of free travel has raised doubts about whether it is a genuine welfare measure or merely an election promise. PwDs in Goa are legally entitled to 100% free travel on all Kadamba Transport Corporation Ltd (KTCL) buses, including interstate and intrastate services, as provided under the 2009 Gazette notification. The benefit, effective from June 1, was also confirmed by the KTCL Chairman in a news report. The Rights of Persons with Disabilities Act, 2016, also guarantees transport concessions and accessible public transport. However, KTCL continues to charge full fares on interstate routes, violating the Gazette notification and the legal rights of PwDs. This reflects poor enforcement of the law. It is also reported that nearly 90% of KTCL buses are not disabled-friendly, creating further hardship for persons with disabilities.
