Fluctuating charges in electricity bills

I present here amounts from power bills of 3 months. When the total demand was Rs. 480 the Fixed Charges, Energy Charges, FPPCA and Meter Rent were Rs142, Rs 228, Rs 53 and Rs 25; for Rs 560 the same were Rs 156, Rs 275, Rs 63 and Rs 28, and for a bill of Rs 760 the charges were Rs 146, Rs 415, Rs 120 and Rs 26, respectively. Two other concerns are: electricity duty @Rs.0.20/KWh and the newly introduced Public Lighting Duty @Rs.0.05 per (words missing in the bills).

 Now: 1) why is FC billed if meter is working and house is occupied? 2) How can FC be flexible? 3) Why do FC and FPPCA fluctuate when EC varies? 4) Since a meter is a fixed entity, how can the rental amount vary with EC? 5) The government pays the meter readers for their duty, then why charge the customer? 6) Why impose public lighting charges on customers? Street lights are government’s mandatory and welfare measure to the citizens.  Hope the electricity department would clarify on the above observations.
