Friday Balcao the fortnightly discussion event to be held on 10th May will focus on Waste Management in Goa. Waste management is the most discussed and debated topic all over Goa. However, the search for answers to the questions whose role, whose responsibility mostly ends up in a blame game.
What is the present scenario of waste management in Goa ? Is the Goa Non-Biodegradable Garbage (Control) Act, 1996 & Rules 1997 effective for a tourist destination like Goa ? Are the Garbage Management Committees in Village Panchayats functioning ? Is the collection of Garbage Tax from households a solution ? What about the implementation of the ‘Segregation at Source’ and the ‘Polluter Pays’ principle ? What is the specific role & responsibility of the Manufacturer, the Shopkeeper and the Consumer ? How can waste management be effectively integrated in the Gram Panchayat Development (GPDP) ? What support can be provided by educational Institutions, Consumer Welfare Clubs, Mahila Mandals and NGO’s ? These are some of the questions that will be covered in the discussion.
