Goa has seen unprecedented development in recent years. Major projects have taken shape; the State boasts better roads and highways, and has evolved as a diversified, high-value economic and cultural hub. Despite setbacks and competition, the State continues to hold its ground in tourism. However, behind this image lies a growing vulnerability that cannot be ignored.
Data recently tabled in the Rajya Sabha shows that the State generates 176 million litres of sewage every day, while its installed treatment capacity is just 87 MLD. In other words, nearly 89 MLD, or about 53 per cent of the sewage generated daily, is not being treated. This means that more than half of Goa’s sewage is entering the environment. The problem is made worse by the fact that only 18 per cent of Goa is covered by public sewer pipelines, well below the national average of 28 per cent. In simple words, infrastructure has not kept pace with urban growth and the rapid expansion of tourism and commercial activity.
This does not bode well for a State whose economy depends so heavily on tourism. Visitors come to Goa for its clean beaches, clear waters and natural beauty. Yet the Goa State Pollution Control Board and the Central Pollution Control Board have repeatedly reported high levels of faecal coliform bacteria at several popular beaches, including Calangute, Baga, Miramar and Morjim, with readings exceeding permissible limits. Fecal Coliform has been detected in water bodies in dangerous proportions. The damage does not stop at public health. Untreated sewage increases nutrient levels in coastal waters, encouraging algal blooms and reducing dissolved oxygen. Over time, this can damage marine habitats and put local biodiversity under pressure, including sensitive coastal nesting areas used by Olive Ridley turtles. In areas without sewer networks, dependence on soak pits and septic tanks creates another danger: sewage can seep into groundwater and contaminate the aquifers that many coastal communities depend on for drinking water. The 47 per cent treatment figure, therefore, tells a much bigger story. It exposes the widening gap between Goa’s economic ambitions and its basic infrastructure. The State welcomes millions of tourists every year, placing enormous pressure on systems designed around a much smaller resident population. Tourism generates revenue, but the investment needed to protect the environment and strengthen essential public utilities has not kept pace. Too often, the emphasis has been on new construction, hospitality projects and visitor numbers, while sanitation has remained an afterthought. There are signs that the authorities are beginning to take the problem seriously. Requiring hotels, hospitals and large residential complexes to install IoT-based online monitoring systems, backed by penalties for non-compliance, could strengthen enforcement. The use of technologies such as Sequential Batch Reactors, Membrane Bio Reactors and micro-tunnelling for expanding sewer networks is also a welcome move. But technology cannot compensate for years of policy neglect. Goa needs to treat sewage management as core infrastructure, not as a secondary public works issue. Sewer networks must be expanded beyond Panaji, Vasco and Margao and into rapidly developing coastal areas. The enormous treatment gap also needs to be addressed through decentralised treatment systems, wider reuse of treated wastewater for non-potable purposes and much stronger accountability for both public agencies and private establishments. Goa’s natural environment is the foundation of the State’s identity and economy. If more than half the sewage generated every day continues to escape treatment, Goa risks polluting the very paradise it has built its reputation around.
