Picking holes in the draft coastal zone management plan (CZMP) for the village, Tivim locals have rejected the plan and unanimously resolved to scrap the village CZMP in the present
form.
Social worker and a resident of Tivim, Robert Colaco informed the gram sabha on Sunday that heritage sites were not shown in the plan.
He said that the village has 17 bundhs and a lot of areas come under khazan but none of these aspects were clearly shown in the
plan.
He further disclosed that half of the Tivim church comes under CRZ which has to be properly documented in the CZMP.
“The draft CZMP plan is incomplete and I therefore propose that the plan should be scrapped and a new plan prepared in its place,” Colaco said.
A local, Assumption D’Souza informed that more than 50 panchayats across the State have prepared the draft CZMP with the help of NGOs and similarly, Tivim panchayat should also take the help of any one of the NGOs and prepare a proper plan.
Acknowledging the sentiments of the villagers, Tivim sarpanch Sunita Salgaonkar told the gram sabha members that panchayat members too found errors in the plan.
“We wrote to the environment department stating that the plan was incomplete and changes had to be done in the plan. We also asked the department to depute a knowledgeable official to the panchayat to explain the map,” Salgaonkar
said.
The gram sabha members then unanimously resolved to scrap the draft CZMP and redraw the plan with the help of an NGO.
Since the panchayat has to prepare a new gram panchayat development plan (GPDP) for 2020-21, the convenor of GPDP, Subhash Kauthankar requested the villagers to come up with proposals to prepare the plan.
“We need proposals to prepare the GPDP for the development of the village. It’s our request to the villagers to send as many proposals as possible so that we can prepare the plan and upload it on the website to obtain the necessary funds,” Kauthankar
said.
He said the funds for the GPDP will be allocated from the 14th Finance Commission.
When a resident, Josephine Pinto moved a resolution to set up a road safety and traffic management committee in the village, the sarpanch informed that such a committee was already in place.
Pinto informed that the committee was only on paper as no meetings were held by the committee under a former
sarpanch.
“So many people die due to road accidents and we need to focus on road safety. We need to activate the road safety committee on top priority,” she said.
The sarpanch then assured to call a meeting of the road safety meeting in near future.
Several local residents took the sarpanch to task for having failed to tackle the garbage menace in the village.
“Garbage has increased because the village panchayat has been giving NOCs to the multi-storied constructions in the village,” a local
said.
The sarpanch hit back and urged the villagers to approach the TCP department and ask them to stop issuing licence to high rise buildings in villages.
