Discrepancies in postings

The Department of Agriculture has appointed 75% of stafffrom Sattari taluka. Does this means that only Sattari people are educated andfit for Agriculture Department, and the rest of the candidates all over Goa whoapplied for this post were not qualified or unfit for the post? There were fourJunior Engineer posts vacant, and out of which three candidates were selectedfrom Sattari.

The forth post was a Departmental Promotional post. Only twoemployees were in DPC list of department “ one passed out in civil draughtsmanship course through ITI and the other employee was  tenth pass - having  zero knowledge of technical  and administration  work. He cannot even write his own leave applicationand was given the promotional post of a Junior Engineer.

Now, after five months the same employee who was promoted asa JE has refused the promotion. The reason mentioned was that he does notunderstand his job and he is not fit for it. The department sent a written notementioning that promotion once taken cannot be refused. Till date the employeeis taking a big pay without doing any work with the blessings of the higherofficers.

Refusal of a promotion leads to an inquiry

“It was three, notfour appointments of junior engineers” informed Satish Tendulkar, director ofagriculture department government of Goa. He admitted that two out of threeengineers were selected from Sattari and the promoted engineer is promoted asper the service rules and seniority. He also stated that these two engineerswere working with agriculture department for more than two years on a contractbasis, as daily wage earners. Tendulkar does not feel that there was any foulplay during the recruitment of these engineers. “More than 50% applicationswere received from Sattari,” Tendlkar said.

As far as the other engineer, offered a promotion to thepost of Junior Engineer, goes, he has written to department stating that hecould not handle the work after his promotion. Apparently, this leads to adepartmental inquiry, considering that the promotion was accepted earlier andlater refused. “He informed us that he (Engineers) had not accepted the offerat the time of promotion. “This is the rare case where somebody is actuallyrefusing a promotion” Tendulkar said.
