No person is indispensable.
But for Mormugao Municipal Council it is the other wayround. Two officers who have retired long ago have been appointed on contractbasis, because their service was crucial and no staff in the council had theexperience to handle their jobs.
What is even more surprising is that the two officers “ ATO,Premanand Naik and Head Clerk, Anand Shatoshkar “ were appointed without theapproval of Director of Municipal Administration.
There is no provision in Municipal Act to appoint seniorofficers on contract basis, but the Council went ahead with the appointment ofNaik as Consultant cum Officer on Special Duty and Shatoshkar as EstateOfficer.
This year too, the council went ahead and gave Naik a thirdextension for one more year on August 14, 2012.
According to information obtained through an RTI, thecouncil claimed that they had not obtained any prior approval from DMA.
The RTI application was filed by social worker and Ex-BJPYouth General Secretary, Govind Mandrekar from Vasco.
The two officers got appointed with a strong backing fromthe then acting chairperson, Sharad Chopdekar, along with the support ofcouncilors Manish Arolkar and Shekhar Khadpkar.
“How could these two employees get the privilege when theyfailed to do justice to do their jobs during the active service,” Mandrekarwondered.
“We have written about the case to DMA. DMA is yet to getback to us,” said MMC Chief Officer, Agnel Fernandes.
