The State is examining a 294-kWp agrivoltaic (APV) solar power plant at the Agriculture College in Ella, with the proposed project aiming to demonstrate how renewable energy generation can be combined with productive use of agricultural and institutional land.
The Detailed Project Report (DPR) prepared under the Indo-German Energy Programme has found the Rs 1.51-crore project technically feasible, financially viable and environmentally sustainable. The proposed plant will have a 250-kW AC capacity and is expected to generate 468.30 MWh of electricity annually under the P75 estimate.
Sources informed that the project proposes to utilise only around 3,330 sq m for the solar installation while demonstrating an agrivoltaic model that combines renewable power generation with agricultural land use. The DPR describes it as a potential replicable model for agricultural, educational and institutional premises in Goa.
According to the DPR, the plant could generate 474.10 MWh annually under the P50 estimate, with more conservative P75 and P90 projections of 468.30 MWh and 463.10 MWh respectively. The proposed system has an estimated 84.59% performance ratio and 21.38% capacity utilisation factor.
The electricity generated would be supplied to the Agriculture College premises, with the system connected through net metering, allowing generated, consumed and exported power to be accounted for under the prevailing regulatory framework.
“The project has an estimated 25-year operational life, with a levelised cost of energy of ₹4.67 per unit. The DPR has also assessed alternative implementation models, including government self-financing and participation by an independent power producer,” sources said.
The proposal is part of efforts to expand innovative solar applications in Goa. The DPR states that the project could reduce conventional electricity consumption and associated carbon emissions while providing a demonstration model for wider adoption of agrivoltaic projects.
