Younger brother of deceased Bismarque Dias has demanded a third autopsy on his brother’s body even while the panel of doctors instituted by the High Court has declared that the body is unfit for further autopsy examination.
Bismarque’s brother Mario Dias has raised questions over the closure of the matter by the Crime Branch of Goa Police even while the arguments are being heard by High Court of Bombay at Goa. Mario has demanded handing over of the case to Central Bureau of Investigation for a transparent probe.
In its closure report, Crime Branch repeated its preliminary findings that Bismarque’s demise is a case of accidental death due to drowning and it was held that no foul play is suspected.
Making public the report of HC-instituted committee comprising Dr Dinesh Rao, Head of Forensic Medicine Department, Bangalore and Goa Medical College Dean Dr Pradeep Naik, Mario stated, “The report dated April 10 states that the body is unfit for further future examination. Main crucial evidence, the body, has been destroyed. All evidence on the body is lost. Body was under the custody of the police. Hence, state should be held responsible,” Mario argued while attacking the police for their alleged failure to finding the cause of death.
The report of the two-member committee states that Bismarque’s body, which has been lying at the GMC morgue for over two years now, showed signs of mummification with black and white molds infesting the whole surface of the body.
“Going with this condition, we would like to state that the body is unfit for further autopsy examination. However, radiological examination is feasible,” the report states.
Mario also stated neither Dr Rao nor Bismarque’s family have received copies of the reports from the first two autopsies.
“For two years, his body is waiting for justice in the morgue. The Crime Branch concluded the case even before the doctors arrived at a conclusion. We have hope that the HC will give us justice. We will request for the case to be handed over to the CBI,” he said. The next hearing on the plea submitted by Bismarque’s family will be on April 20.
