The State Cabinet on Friday approved the Goa (Mopa Airport Development Authority) Bill, 2018, which proposes to constitute the Mopa Airport Development Authority which will have powers of a ‘planning and development authority’ (PDA) under the Town and Country Planning Act.
The Authority will have jurisdiction over five panchayats of Mopa-Tamboxem-Ugem, Varconda-Nagzar, Cansarvornem, Chandel-Hasapur and Casne-Amberem-Pororscodem in Pernem taluka.
The purpose is to ensure a single window mechanism for granting permissions and approvals for development of infrastructure facilities.
The Bill proposes powers to the Authority to grant clearances, no objection certificates, consents, approvals, permissions, sanads, registrations, licences, etc.
The bill also has a provision which gives it the powers of a PDA under the TCP Act, a municipality under the Goa Municipality Act, 1968 or the a Village Panchayat under the Goa Panchayat Raj Act 1994.
The bill further provides that the Authority shall be deemed to be a Planning and Development Authority under the TCP Act, 1975.
