The current proposal of the constitution of the SLC includes, besides government officials, Venancio Fernandes, Head of the Department of Architectural Engineering at Government Polytechnic, Panaji as well as Paresh Gaitonde, a private structural engineer from Panaji, as the two non-governmental persons in the committee.
Venancio is also an associate member of the Council of Architecture and member of Indian Town Planning Institute (ITPI) and who has interest in “Interior Design, Building Services, Urban and Regional Planning and Sustainable Development.”
Besides the duo, chairman of Indian Institute of Architects, Goa Chapter, Manguesh R Prabhugaonkar will also be on the committee, according to the proposal in its current form.
Besides the non-governmental members, the committee will consist of the deputy chief minister and Town and Country Planning minister as its vice chairman and other members including the secretary, Town and Country Planning, the Director of Municipal Administration, the director of panchayats, the Chief Town Planner and other town planners.
Speaking to The Goan, Deputy Chief Minister Francis D’Souza said that the file though sent to the chief minister was returned to him with the chief minister\'s citing that he wanted to ‘discuss’ the constitution of the committee, and as things stand, the constitution of the SLC is by no means final.
“I have recommended some names, but the Chief Minister has said he wants to discuss the same, which will be done soon,” D’Souza said.
He said that the regional plan would be finalised in stages, with the non controversial areas of the regional plan being identified first.
“Why should those areas which have no issue, be made to suffer just because some areas have a problem,” D’Souza had told The Goan.
He identified Bardez and Salcete as talukas which have the most problems also saying that he was in ‘no hurry’ to finalise the regional plan.
“Let it take its time. The impression is that the government wants to hurriedly complete it. But there’s no such hurry,” D’Souza added.
