The much-awaited portal launch was promised on several occasions, including most recently by Revenue Minister Rohan Khaunte, who, in early April, had promised that the services would be launched in a few weeks.
The e-district portal will offer several services which were hitherto offline. It will enable users to apply for government services without having to visit offices repeatedly. “The portal will enable village-level service delivery and single-window for partition and conversion of land. The service is available in some talukas and now will be expanded and brought under a single portal enabling filing of online applications by citizens. The service will also have digital lockers,” Khaunte had said.
The CM will also launch Integration of Property Registration with mutation process, a move which was mooted in September last year.
In September last year, the state cabinet had approved an amendment to the Goa Daman and Diu Land Revenue Code which will now initiate mutation no sooner a sale deed is complete. Now, on registration of the sale deed the registrar will simultaneously accept application for mutation which is addressed to the mamlatdar concerned. The mutation fees also can be paid to the registrar at the same time.
Hitherto, in order to carry out a mutation to the land records one had to serve notice of mutation to all persons figuring in Form I & XIV and disposal of applications was time-consuming. On various occasions the mutation remained pending due to unserved notices.
