The Prime Minister, speaking at a function organised by V M Salgaocar College of Law, extolled the efficacy of these exchanges in
diplomatic cooperation.
“It is the intention of the Portuguese government to continue to support cooperation between Portugal and India in education field as has been the case in these projects,”
Costa said.
Costa was briefed about the exchanges between V M Salgaocar College of Law as well as the Law School of the University of Lisbon which have been conducting exchange programmes and joint courses over the last decade.
“These exchanges between the law schools demonstrate the relationship that India and the Portuguese civil society desire. This kind of legal cooperation must be maintained and deepened further within the global framework of relations between Portugal and India,” Costa said.
“It is important that the growing number of Goan law students and Goan judges can get to know Portugal and attend its universities, but also that more Portuguese students enjoy and take an interest and learn from the Goan legal culture,” he added.
Special reference was made to the fact that much of Goa’s laws represent a fusion of Western and Indian laws and that Goa is uniquely placed to comparatively study Indian and European law.
“The state of Goa has an especially rich culture of its own, which makes it an unique meeting point between western and eastern cultural tradition. One prime example of this contact area is the legal system. As it is known, the Goan legal system stems from the merger of the Portuguese and Indian legal systems and this represents a particular reimagination of the Portuguese law,” Costa said.
“Portuguese law remains one of the most enduring links between India and Portugal. The exchange of experience regarding the way in which the Portuguese and Indian legal system paints a challenge of globalisation, becomes very useful to judges as well as to policy makers of both countries and can inter alia be promoted through exchanges,” Costa said. Costa was taken through the collaborative works of the two institutes, and also petitioned that a permanent chair on comparative studies between European Law and Indian Law be established.
