Court notice on PIL challenging closure of PSI shooting case

The High Court of Bombay at Goa has issued notices to the concerned respondents on a public interest litigation challenging the closure of a 2015 case against the then Police Sub-Inspector (PSI) Gouresh Malik, who allegedly shot himself with his service revolver.

The PIL, filed by activist Kashinath Shetye, questioned the manner in which the case was closed and has sought a fresh investigation by the Crime Branch into the circumstances surrounding the incident. Malik, now posted as a Police Inspector at Old Goa, was attached to Pernem Police Station when the incident occurred.

The petitioner also challenged the use of A-Summary closure reports and sought guidelines to regulate their filing and acceptance, particularly in cases of serious allegations or circumstances warranting further investigation.

In October 2015, Mapusa police had booked Malik under Section 309 of the IPC for attempted suicide and Section 27 of the Arms Act. He had allegedly shot himself in the chest with his service revolver while inside his car at Naibag, Pernem, and was rushed to the hospital, where he underwent treatment.
