Raising concerns about the proliferation of unauthorised kiosks on Comunidade land across various locations in Mapusa, a resident of Verla-Canca has called for immediate action to curb these illegal activities and prevent further encroachments.
In a representation made to Administrator of Comunidade, North, Atmaram Gadekar highlighted that unauthorised kiosks have been erected on Comunidade property in several areas, including Khorlim, Ghateshwarnagar roadside, near St Xavier’s College roadside and along the Housing Board roadside in Mapusa.
He stressed the importance of addressing this issue to maintain the integrity of the community and uphold the law.
Illegal activity
Gadekar alleged that certain attorneys from Mapusa and Khorlim have been issuing No Objection Certificates (NOCs) for these kiosks in exchange for bribes, despite knowing that the Mapusa Municipal Council (MMC) does not issue NOCs for structures on Comunidade land.
He raised concerns about the legality and regulatory compliance of these kiosks, which reportedly operate without necessary clearances from various departments, including the FDA, health, fire, labour, and pollution control board.
Lack of action
The resident also pointed to a lack of action from government departments responsible for oversight, which he described as alarming.
He claimed that certain civic body officials and councillors are involved in demanding protection money, allowing these unauthorised businesses to thrive. “The lack of action from government departments responsible for oversight is alarming, as it not only undermines the rule of law but also brings into question issues of corruption and accountability within the local government,” Gadekar stated.
Impact on residents
Gadekar highlighted that most kiosk proprietors along the targeted areas are non-residents, further complicating the issue for local residents seeking similar opportunities. He alleged that Goans are often denied permission to establish kiosks due to their refusal to offer bribes or protection money.
Exploitative practices
He also brought attention to the practice of individuals owning multiple kiosks and renting them out at exorbitant prices.
Call to action
In his representation, Gadekar emphasised the urgent need for authorities to take immediate action against unauthorised kiosks and implement measures to prevent future encroachments.
“It is crucial to implement measures to prevent future encroachment on public land and ensure that such violations are not tolerated,” he said.
