The gram sabha of the village panchayat of Curtorim deliberated on a host of issues, ranging from garbage to conversion of zones in the village.
The meeting chaired by Sarpanch Alcinha Da Silva also deliberated on a proposal to impose garbage tax on the households. Gram sabha members, however, opposed the tax, insisting that the panchayat first carry out the reassessment of houses before taking a decision on the garbage tax. Members further demanded to know the funds received by the panchayat body under the 14th and 15th Finance Commission, which can be used for the garbage works.
Gram sabha member Moreno Rebelo questioned the panchayat on what reply the Collector has given them on the objection raised by them for opposing the conversion of 67,000 sq mtrs of non-developmental slope (NDS) to settlement zone in Survey No. 449/0 part.
When the Sarpanch replied that the panchayat haven’t received any answer yet, Moreno asked the gram sabha to pass a resolution to oppose the zone conversion and forward the resolution copy to the TCP department.
Moreno asked the gram sabha to pass a resolution to amend the law and thereby to forward any sub division of plots proposal to the panchayat first instead of the TCP.
He also highlighted the lack of clarity of what the existent leprosy land of 1,00,000 sq mtrs of land in Survey No. 161/2 ,158/1 ,157/1 will be used for as the land was acquired by the Home Department of State to set up an IRB facility.
Moreno also questioned the panchayat on what facilities the New Primary Healthcare Centre costing Rs 17 crore would contain to which the panchayat body and the sarpanch had no answer to.
