The gram sabha of Curtorim Panchayt on Sunday decided to call for a special gram sabha on May 20, to discuss the Regional Plan 2021.
At the Sunday gram sabha chaired by Panch member Simon Barretto, gram sabha members demanded to know why the panchayat has not called for the special gram sabha in view of the demand made by the members at a previous meeting.
Simon pointed out that the panchayat had a meeting with the local Curtorim MLA Reginaldo Lourenco, who is heading the village committee on the RP 2021, as per the gram sabha resolution. he said the panchayat would seek to find out from the MLA the steps taken on the regional plan issue.
After much discussions, the meeting decided to have a special gram sabha to discuss the RP 2021 issue in toto taking into consideration the views expressed by the members on the plan.

Loutolim panchas face the music over progress list

The special gram sabha held by the Loutolim Panchayat on Sunday as per the instructions of the Director of Panchayats to discuss the Gram Development Panchayat plan under XIV Finance Commission drew flak from the members.
The meeting began with the sarpanch reading out a list of development works such as desilting of water bodies, construction of drainages and retaining walls, development of open spaces, etc, which were proposed to be executed under XIV Finance Commission.
Gram sabha member Franky Monteiro, however, questioned the sarpanch as to who had proposed the said works under village development plan when such works do not come under the ambit of village development. He also questioned the proposals when in the first place there was no village development committee constituted by the panchayat and when no development plan has been prepared for the village.
Monteiro maintained that only a ward development committee for Loutolim village has been constituted and the last meeting of the said committee was held more than eighteen months back. He questioned why timely meetings of the committee are not being called and how such a long list of development proposals are prepared by the panchayat without the involvement of the ward development committee.
He also questioned why the agenda of a Special Gram Sabha meeting called for specific purpose included two other items for discussion besides an item 'any other subjects with permission of the chair.' The BDO’s role in accepting such agenda was also questioned because a copy of the said agenda is also seen to be endorsed to the office of the BDO.

Members walk out at Areal over construction licences

Uproar marked the gram sabha of the village panchayat of Sao Jose de Areal on Sunday over the licenses issued by the panchayat body for construction on plots of land without the mandatory sub-division.
While demanding the resignation of Sarpanch Gabriel Oliveira, agitated members, who were armed with placards, later staged a walk out from the meeting hall in protest over the panchayat decision. Sarpanch Oliveira, however, later told the media that the panchayat has issued the construction license based on the technical clearance given by the TCP. He sought to know how the TCP has given the technical approvals for the construction without sub-division of the land.
The issue dominated the gram sabha meeting after members demanded to know how the plots were sold without approved sub-division plan from the TCP, Collectorate, Panchayat and other concerned authorities. Members contended that development of the plots has taken place without approved sub division plan, the open space and without NOC from the TCP and the Collectorate, adding that the development has caused a big loss of revenue to the panchayat and the government.
To substantiate their allegations, gram sabha members brought a projector and a laptop and showed all the illegalities to the people present for the meet.
Heated exchanges ensued between the members and the sarpanch during the discussions. At one point, the sarpanch was found leaving the chair when members asked him to walk out, but other members urged him to continue to chair the meet.
After the secretary noted down the resolution to revoke the permissions, the gram sabha members demanded adjournment of the meeting, demanding revocation of the permissions for the plot. The members than staged a walk out.
Earlier, the members urged the Sarpanch to serve an immediate notice to the stop the functioning of a mobile tower, with the sarpanch promising to serve the notice within eight days.
