Digambar claims procedural irregularities in all ODPs

Former Chief Minister Digambar Kamat alleged that there have been procedural irregularities in drafting all of the Outline Development Plans and that if they are challenged in courts, they would all be kept on hold.

Kamat reminded TCP Minister Vijai Sardesai of his opposition to the Margao and Ponda ODPs while he was in the opposition and, while, crediting him with continuing with his stand while being on the ruling side, Kamat pointed out that nothing is being done about other ODPs, where similar irregularities exist.
"The same principle which you have argued for the Margao and Ponda ODPs should apply to all ODPs. Today petitions against the Margao and Ponda ODPs is is admitted in the High Courts, even Panaji is admitted," Kamat said.
"Not a single PDA has followed this process. I'm sure if someone goes to the court, all odps will come under judicial scrutiny," Kamat added reading out the procedure that needs to be followed and how it has been violated in each case. He cited the case of the Vasco da Gama ODP.
However, Sardesai in his reply assured that the laid down procedure followed will be followed. "We can examine matters where there are violations, we can assure you that we will follow the procedure," Sardesai said.
Kamat also alleged that while the North Goa Planning and Development Authority has been getting around ₹3-crore grants per year on average, its southern counterpart was receiving.
Vijai assured to address this too, saying he would undertake projects like that of the south Goa wholesale fish market, conservation areas in the old market in the form of a Goa Tinto project.
Several legislators alleged irregularities in the ODPs including the Curtorim legislator Aleixo Lourenço who questioned how the entire taluka of Bardez was sought to be taken into ODPs after large swatches around Mapusa have been included in the ODP and now even Arpora Nagoa and Parra were being brought into the plan.
