The Collector, however, said that the administration is looking into the angle of negligence on the part of the state level agency and the Goa Electronics Ltd in the safe disposal of the old election cards. “After verification of each and every card, our preliminary inquiry has revealed that these are cards which were surrendered after issuance of new ones. These old cards were apparently in the possession of the state level agency and the Goa Electronics Ltd, and not disposed off in a proper manner,” Swapnil told the media on Thursday.
Saying that the EPIC cards are no longer valid cards, he said most of the cards were of the period 1994-1999 and which were issued in first two lots, before coloured cards came into existence in 2004-05. When asked whether the election cards could be misused, the District Collector said these cards cannot be misused because the valid card number is noted in the voters’ list. “There is no question that these cards will
be used for voting for the simple reason that these are not listed on the electoral roll,” he said.
He, however, said that the EPIC cards found abandoned in Margao are not only from Fatorda constituency.
