Margao Municipal Chief Officer Srinet Kothwale, who holds the charge as the Additional Collector, South, has said the district administration has maintained a survey of the number of hoardings located in the jurisdiction of Margao and other towns and villages.
He was replying to a question whether the Margao Municipal Council will conduct a fresh survey to find out the total number of hoardings and billboards erected in the jurisdiction of the civic body.
At the last date of hearing, the High Court had directed the municipalities and the CCP to file affidavits specifying therein, preferably in tabular details such as the total number of hoardings or billboards erected within their jurisdiction with survey numbers of the land wherein they are situated and the names of the occupants of the hoardings.
The civic bodies were further directed to submit details whether any licence has been issued for such hoardings or signages, with details of the number and dates on which the same was issued and the duration or period of the licence and whether the particular hoarding has permission or approval from the concerned Town and Country Planning Department or planning authority under the Goa Land Development and Building Construction Regulations, 2010 for its erection or construction.
The High Court had further asked the municipalities to give details whether the particular hoarding has permission from the concerned municipal council or CCP under Section 184 of the Goa Municipalities Act, 1968 and whether the concerned Municipal Council or CCP has issued any show cause notice and taken action against any such hoardings which are standing at site without requisite approval/license under the Regulations or the Municipalities law.
The High Court had directed the concerned municipalities to file their affidavits through its Chief Officer or Commissioner on or before June 12.
The court asked the Registrar to communicate the order to the Director of Municipal Administration (DMA) with the direction that the DMA communicates the same to all municipalities and the CCP within a week. The DMA was further directed to ensure compliance of filing of affidavits of respective municipalities or CCP within the time frame specified by the court in the order.
