The GOACAN has called for the compliance of the terms and conditions by the Sewage and Infrastructure Development Corporation Limited (SIDCGL) at the sewage project being implemented at Margao from the District Hospital to the Colva circle via KTC bus stand so as to ensure public safety.
In a letter to South Goa District Magistrate, Jyoti Kumari IAS, GOACAN has pointed out that the various terms and conditions laid out in the notification dated December 22, 2022 have been blatantly violated by SIDCGL and its Project Management Consultant (PMC) and Contractor.
After receiving complaints from road users, GOACAN Coordination Roland Martins informed that a team visited the site to check whether the terms & conditions laid out in the notification were being followed.
“It was shocking to note the level of violations that had resulted in a total compromise on public safety. The key violations of the terms and conditions were identified and included that the contact number of the contractor/supervisor or the responsible person was not displayed at all the closure/diversion points so as to be able to be contacted if any emergency situation arose,” he said.
He said poor quality wooden barricades without metal sheets were placed on the side facing the KTC bus stand and the SGPDA ground, adding that no security guards/traffic marshals with retro reflective jackets for traffic control/regulation were seen at the site.
“No proper signages displayed, indicating flashlight/work in progress 40 metres prior to the work site on both ends. The work area was not properly /strongly barricaded to prevent the accidently falling of pedestrians, motorists and cattle. The barricades were not illuminated with red lights, glowing reflective tape etc for better visibility during night time,” he said.
Roland pointed out that it was evident that SIDCGL was implementing this project without abiding to all the directions issued by the SC, the High Court of Bombay at Goa and Goa State Pollution Control Board.
