New numbering, imbalance in voters questioned

The draft delimitation of wards for the Margao Municipal Council, currently in the public domain for suggestions and objections, has sparked controversy over changes in ward numbering, voter distribution, and alleged political bias.

One of the key changes highlighted is the reordering of ward numbering. Unlike previous elections – where the first ward began at Mungul-Madel in the Fatorda municipal area and the last wards covered Curtorim – the new draft begins numbering from the Curtorim segment, followed by Fatorda, and concludes in Margao. Sources indicate that this shift could impact the reservation pattern, raising concerns that authorities may not adhere to the system followed in earlier elections.

Disparities in voter distribution across wards have also drawn criticism. While several wards have between 2,000 and nearly 3,000 voters, Ward No. 13, covering the Pajifond area in Fatorda, has only 1,632 voters. In contrast, the newly created Ward No. 2 in Curtorim has the highest voter count at approximately 3,519 – more than double that of Pajifond. This imbalance has led to questions about the criteria used in the delimitation process.

Additionally, concerns have been raised about the contiguity of some newly proposed wards, with critics warning that geographically disconnected areas could lead to administrative challenges and neglect of certain localities.

The Congress party has strongly criticised the exercise. Margao Congress Block convener, Savio Coutinho, alleged that the delimitation has been “tailor-made” to benefit relatives and associates of ruling political leaders. He claimed that no clear parameters were followed and that the reduction of wards to 24 – justified on the basis of voter numbers – does not hold up under scrutiny given the uneven distribution.

Coutinho further warned that such “deliberate and erroneous” delimitation could disadvantage residents, particularly in wards with fragmented geography. He has urged aspirants and citizens to carefully examine the draft and submit objections or suggestions before April 7.
