The Dramapur gram sabha on Sunday opposed the circular issued by the Director of Panchayats imposing curbs on issuance of construction licenses and occupancy certificates on construction projects, saying the circular does not conform to the provisions of the Goa Panchayat Raj Act.
In fact, the meeting chaired by Sarpanch Sanjana Chari saw gram sabha member Domnick Noronha demanding that the Panchayat immediately write to the Panchayat Director stating that the circular does not conform to the provisions of the Goa Panchayat Raj Act.
He explained that the circular has barred panchayats from issuing construction licenses or occupancy certificates, but has given the BDOs the power to hear the appeals after a period of 30
days.
“When the Goa Panchayat Raj Act has empowered panchayats to issue construction licenses and occupancy certificates, the circular restricts these rights of the panchayat bodies. At the most, the Panchayat Director ought to have directed the circular to the Town and Country Planning
department to ensure that the proposal of housing projects conforms to solid waste management rules,” he said.
After much discussion, the gram sabha resolved to send the resolution to the Panchayat Director for necessary action.
Meanwhile, the gram sabha deliberated on the construction of the Navelim police station at Davorlim when the location was initially proposed in Navelim village.
Locals pointed out that Dramapur-Sirlim village has been brought in the jurisdiction of the proposed Navelim police station being set up at Davorlim, and demanded that Dramapur village be retained in the jurisdiction of Margao police station as villagers of Dramapur and Sirlim will face issues of transport to travel all the way to Davorlim which is not connected to the village by bus.
